Rates for the common cases are set at the start, so extra preparation or an added room is valued against something agreed rather than negotiated under pressure. And a mechanism exists for the genuinely urgent case, where stopping to price something would cost more than doing it, with a stated limit above which nobody proceeds without approval.
The commercial reason to insist on this is that variations are where the relationship goes wrong even when the work is good. A client who receives a final invoice larger than the quote, with no record of agreeing to the difference, is entitled to feel misled — and a contractor who absorbed the extra work rather than raising it has trained the client to expect that, which is worse for both of them next time.

Commercial coatings fail in a different pattern to residential ones, usually because of use rather than age. The signs are specific:
If a repaint would cost you trading time, the schedule matters as much as the finish. Nights, weekends and phased areas are a different way of pricing and staffing a job, not an upcharge on a domestic one.
Corridors and doorways wear at a completely different rate to the rooms either side. Repainting everything to match is usually the wrong answer; the worn lanes need a harder coating, not more coats of the same one.
Washrooms, kitchens and plant rooms fail early because standard emulsion has no business in them. That is a specification problem — an area with condensation needs a coating rated for it.
Commercial surfaces are cleaned with chemicals a home never sees, and a finish that is not scrub-rated dulls under them. If cleaning is now making the walls look worse, the coating has been outlived by the cleaning regime.
Most of these are specification problems rather than wear. Repainting the same product into the same conditions buys another short cycle.
